व्यापारियों के संगठन कन्फडरेशन ऑफ ऑल इंडिया ट्रेडर्स (कैट) ने पूरी वस्तु एवं सेवा कर प्रणाली की समीक्षा करने की मांग की है. संगठन ने 50 लाख मासिक टर्नओवर वाले व्या​पारी को जीएसटी का 1 फीसदी हिस्सा नकद रूप में देना अनिवार्य करने के प्रावधान का विरोध किया है.

व्यापारियों के संगठन कन्फडरेशन ऑफ ऑल इंडिया ट्रेडर्स (कैट) ने वित्त मंत्री निर्मला सीतारमण को लेटर भेजा है और उनसे मुलाकात का समय मांगा है.

क्या है मामला

केंद्र सरकार ने 22 दिसंबर ऑटो ट्रेडर्स की समीक्षा को जीएसटी नियमों में धारा 86-बी को जोड़ कर यह नियम बनाया है कि ऐसे प्रत्येक व्यापारी जिसका मासिक टर्नओवर 50 लाख रुपए से ज़्यादा है, उसके लिए अनिवार्य रूप से 1 फीसदी जीएसटी कैश जमा करना होगा.

इस प्रावधान पर कड़ा एतराज जताते हुए कन्फडरेशन ऑफ ऑल इंडिया ट्रेडर्स (कैट) ने शुक्रवार को केंद्रीय वित्त मंत्री निर्मला सीतारमण को एक लेटर भेजकर मांग की है कि इस नियम को तुरंत स्थगित किया जाए और व्यापारियों से सलाह कर ही इसे लागू किया जाए.

कैट ने यह भी मांग की है कि जीएसटी एवं आय कर में ऑडिट वाले मामले की रिटर्न भरने की अंतिम तारीख 31 दिसम्बर 2020 को भी तीन महीने के लिए आगे बढ़ाया जाए.

जीएसटी की समीक्षा हो

कैट के राष्ट्रीय अध्यक्ष बी सी भरतिया एवं राष्ट्रीय महामंत्री प्रवीण खंडेलवाल ने निर्मला सीतारमण को भेजे एक लेटर में यह भी कहा है कि अब समय आ गया है जब एक बार सरकार को व्यापारियों के साथ बैठ कर अब तक जीएसटी कर प्रणाली की सम्पूर्ण समीक्षा की जाए तथा कर प्रणाली को सरलीकृत बनाया जाए. साथ ही किस तरह से कर का दायर बढ़ाया जाए तथा केंद्र एवं राज्य सरकारों के राजस्व में किस तरह की वृद्धि क़ी जाए.

कैट ने इस मुद्दे पर वित्त मंत्री से मिलने का समय मांगा है. व्यापारी नेताओं ने कहा कि नियम 86 बी देश भर के व्यापारियों के व्यापार पर विपरीत असर डालेगा. कोरोना के कारण व्यापार में आई अनेक प्रकार की परेशानियों से व्यापारी पहले ही त्रस्त हैं, ऐसे में यह नया नियम व्यापारियों पर एक अतिरिक्त बोझ बनेगा.
